Welcome to the Belmont County Clerk of Court’s website. I was appointed to this position on January 1, 2019. I was recently elected to a 4-year term beginning January 4, 2021.
The Office of the Clerk of Courts traces its beginnings to the position of ancient clerics who maintained records and were responsible for correspondence and had powers to issue writs ordered by the court.
The Clerk of Courts Office plays a vital role in the service of justice to all citizens. This office is responsible for filing, docketing, and preserving all court pleadings for civil, felony criminal, and domestic relations cases, as well as filings for the 7th District Court of Appeals. The Clerk of Courts Office also receives all monies associated with the case filings and oversees their proper accounting.
A staff of 7 Deputy Clerks receives entries, maintains past records, calls juries, performs accountings, and ensures that subpoenas and other legal documents are properly served.
In 2020, as Clerk, I have secured grant monies for a records project which will digitize records from 1995 to 2007. These records will then be available for computer access. Also, with the aid of the Common Pleas Court, the Clerk of Courts Office has secured a grant from the Ohio Supreme Court to purchase new jury software which will include a website for streamlining the jury process.
The Legal Office is open Monday thru Friday from 8:00 am to 4:30 pm. The office is located at: The Courthouse, 101 West Main Street, St. Clairsville, OH 43950 on the third floor.
The Title Department is also under the jurisdiction of the Clerk of Courts. This office located at 52180 National Road, St. Clairsville, OH 43950, operates with a staff of 6 Deputy Clerks. It processes an average of 2750 titles per month. The hours for the Title Office are Monday 8:30 am-6:00 pm and Tuesday thru Friday 8:30 am to 4:15 pm.
